U.S. Under Secretary of Energy and Assistant Secretary for Policy and International Affairs
David B. Sandalow is the Assistant Secretary for Policy and International Affairs at the United States Department of Energy, a position he has held since 2009, and the Acting Under Secretary of Energy for Energy and Environment. He was a senior fellow at Brookings from 2004 to 2009.
The author argues that the U.S. should ratify the Law of the Sea agreement, finding that " the mini-debate over the
last month about the Law of the Sea treaty reflects a generalized concern about multilateral organizations far more than specific concerns about this agreement."
